Overview

The Savanna Street Wastewater Treatment Plant in Jackson, Mississippi required restoration of its Equalization (EQ) Basin system after decades of solids accumulation reduced storage capacity by nearly 70%. To return the basins to operational reliability, the City implemented a large-scale dredging and geotextile tube dewatering program — one of the largest municipal biosolids dewatering efforts in the United States.

The project utilized hydraulic dredging, polymer conditioning, and high-flow TITANTube® geotextile tubes to remove and dewater approximately 92,000 dry tons of lagoon solids. The work validated research presented by Morgan, Mahfood, Sieck, Kucera, Smallwood, and Jackson (WEDA/TAMU 2014) and demonstrated the performance advantages of high-flow woven geotextile fabrics.

Challenges

Three interconnected EQ basins totaling approximately 60 acres presented significant logistical complexity. The sludge exhibited highly variable consistency with fine particles and organics that required precision polymer conditioning. The plant remained in continuous operation throughout the project, including during wet weather events, and strict solids performance criteria required achieving ≥22% total solids for full payment. Construction of two large geotextile tube laydown cells with HDPE-lined containment and high-capacity drainage pumps added further engineering demands.

Solution

Hydraulic dredging delivered sludge at approximately 1,137 gpm into TITANTube® geotextile tubes fabricated with OS435 high-flow woven fabric. Polymer conditioning ensured rapid flocculation and clear filtrate at a rate of approximately 85% of the incoming flow rate. Tubes were stacked up to four tiers within engineered HDPE-lined cells equipped with high-capacity pumps for drainage control — utilizing significantly fewer tubes than originally anticipated due to superior dewatering efficiency.

Benefits

  • Final solids averaged greater than 30% after 30 days, far exceeding the ≥22% TS performance threshold required for full payment.
  • The TITANTube® system’s exceptional interface friction properties allowed safe four-tier stacking and approximately two years of storage.
  • The project successfully restored the EQ basins to full operational capacity, prevented potential waste spills into downstream waterways, and validated the use of high-flow woven geotextile fabrics as a superior alternative for large-scale municipal biosolids dewatering.

Key Objectives

  • Dredge & Dewater 92,000 BDT
  • Prevent Waste Spills into River
  • Regain Full Treatment Capacity
  • Keep Basins Operational During Project
